DPWH Launches Blockchain-Based Integrity Portal

The Department of Public Works and Highways and the Blockchain Council of the Philippines have officially activated the Integrity Chain Portal, a blockchain-powered digital ledger designed to record the agency’s transactions, contracts, and implementation of foreign-assisted infrastructure initiatives. The platform was formally introduced during a launch event held at the DPWH headquarters in Manila.

Public Works Secretary Vince Dizon stated during the sidelines of the event that the Integrity Chain Portal is intended to enhance the agency’s existing transparency portal, which already enables the public to monitor and track infrastructure projects. He explained that the newly deployed blockchain system would serve as a complementary tool, offering additional layers of verification and accountability.

According to Dizon, the blockchain-enabled ledger allows funding partners and stakeholder groups to independently validate project data. By leveraging distributed ledger technology, the system records information in a manner that is both transparent and resistant to tampering. Blockchain functions as a decentralized digital database, storing records across multiple computers in a network, thereby ensuring that once information is entered, it cannot be altered without detection.

Agreement Rooted in Governance Reform

The launch follows an agreement signed in September of the previous year between DPWH and the Blockchain Council of the Philippines to jointly develop the Integrity Chain initiative. The collaboration was structured to modernize infrastructure governance and reinforce safeguards against corruption.

The Integrity Chain Portal is designed to provide a real-time public dashboard that tracks project expenditures and implementation progress. In addition to financial transparency, the system incorporates mechanisms that allow citizens to submit feedback and report potential irregularities. By maintaining tamper-proof digital records, the platform seeks to deter fraudulent activities and strengthen trust in public infrastructure management.

Blockchain Council of the Philippines Chairman Donald Lim explained that the concept for the portal emerged in response to public concerns surrounding alleged corruption in flood control projects. He indicated that both citizens and private sector stakeholders had called for greater openness in government procurement and infrastructure execution processes.

Lim described the Integrity Chain as a technological solution that tracks the allocation and utilization of project budgets. He noted that the system records the entire lifecycle of infrastructure initiatives online, including construction milestones, payment disbursements, progress updates, and implementation status. Through this comprehensive digital trail, stakeholders can observe how funds are distributed and verify whether projects are advancing as planned.
