Parlamento Europeo plantea edad mínima de 16 años para usar redes sociales y chatbots de IA

El Parlamento Europeo aprobó el miércoles una resolución que recomienda un mínimo de 16 años para poder acceder a las redes sociales y a los chatbots de inteligencia artificial (IA), con el objetivo de garantizar "una participación en línea adecuada a la edad".

Según una declaración publicada en el sitio en internet del Parlamento Europeo, la legislación recomienda a los países miembros establecer una edad mínima de 16 años para acceder a las redes sociales, a las plataformas para compartir videos y a "compañía" de IA, pero les da acceso en caso de que haya consentimiento de los padres.

También pide que se establezca un límite de edad digital europeo armonizado de 13 años, por debajo del cual ningún menor pueda acceder a los mismos servicios digitales.

La resolución no tiene peso legal, pero expresa la posición del Parlamento sobre el asunto. Cualquier legislación vinculante requeriría propuestas formales de la Comisión Europea, seguidas de negociaciones entre los Estados miembros de la Unión Europea y el Parlamento en un proceso que suele tardar años en completarse.

También propone más medidas, como la prohibición de elementos de diseño adictivos que mantengan a los niños enganchados a las pantallas y de publicidad manipuladora y elementos similares a los juegos de azar.

El texto también pide el bloqueo total de los sitios web que no cumplan las normas de la UE y que se aborden las herramientas de IA que pueden crear contenidos falsos o inapropiados.

Tanto X, de Elon Musk, como TikTok se han enfrentado en el pasado a investigaciones formales por incumplir las normas de la DSA.

Despite having grown to become Bitcoin’s most successful layer-2 scaling solution, with instant and low-fee payments, Lightning’s scale is limited by its reliance on payment channels. Although Lightning shifts most transactions off-chain, each payment channel still requires an on-chain transaction to open and (usually) another to close. As adoption grows, pressure on the blockchain grows with it. The need for a more scalable approach to managing channels is clear. Channel factories were supposed to meet this need, but where are they? In 2025, subnetworks are emerging that revive the impetus of channel factories with some new details that vastly increase their potential. They are natively interoperable with Lightning and achieve greater scale by allowing a group of participants to open a shared multisig UTXO and create multiple bilateral channels, which reduces the number of on-chain transactions and improves capital efficiency. Achieving greater scale by reducing complexity, Ark and Spark perform the same function as traditional channel factories with new designs and additional capabilities based on shared UTXOs.  Channel Factories 101 Channel factories have been around since the inception of Lightning. A factory is a multiparty contract where multiple users (not just two, as in a Dryja-Poon channel) cooperatively lock funds in a single multisig UTXO.
