Siete países centroamericanos reafirmaron su compromiso de fortalecer la protección de las personas desplazadas, así como desarrollar acciones conjuntas a nivel regional ante el desplazamiento forzado tanto en Centroamérica como en México.

Los países que forman el Marco Integral Regional para la Protección y Soluciones (MIRPS) --Belice, Costa Rica, El Salvador, Guatemala, Honduras, México y Panamá-- concluyeron en la víspera una reunión en la que adoptaron la llamada 'Declaración de Heredia', que busca "fortalecer la protección, promover soluciones duraderas y avanzar hacia respuestas más coordinadas" ante este desafío.

El desplazamiento en la región, que responde a múltiples causas como la violencia o los factores socioeconómicos, requiere de "una respuesta integral que aborde causas profundas, garantice Derechos Humanos y promueva soluciones duraderas", resaltaron los citados países en la declaración, según un comunicado publicado este miércoles por la Organización de Estados Americanos (OEA).

Los Estados afirmaron que serán necesarias medidas para ayudar a las más de 1.7 millones de personas afectadas por el desplazamiento en Centroamérica y México. En concreto, será esencial aumentar la colaboración entre los gobiernos locales, las instituciones financieras internacionales y los mecanismos regionales.

El Alto Comisionado de la ONU para los Refugiados, Filippo Grandi, destacó que "el MIRPS demuestra que el diálogo, la cooperación y la responsabilidad compartida no solo son posibles, sino indispensables", así como que "el derecho a solicitar asilo es una obligación moral y jurídica que fortalece la soberanía de los Estados".

Por su parte, el secretario general de la OEA, Albert Ramdin, aplaudió que el MIRPS se haya posicionado "como un modelo de acción coordinada".

"El Fondo MIRPS ya está transformando vidas. En 2025, hemos implementado la primera cartera de proyectos del Fondo, financiada por España, que ha beneficiado a más de 24.000 personas desplazadas en toda Centroamérica y México", indicó.

Costa Rica, que ocupaba la Presidencia temporal de la iniciativa este año, traspasó a El Salvador el mandato de cara a 2026. El MIRPS es una contribución concreta al Pacto Mundial sobre los Refugiados que fomenta la cooperación regional entre los países de origen, tránsito y destino.
