MANILA, Philippines – Senator Chiz Escudero’s attendance during the Senate’s June 3 session allowed the 11-member minority bloc to reach a quorum.
The Supreme Court’s ruling in Avelino vs. Cuenca in 1949 states that 12 could be considered the majority of 23 senators, therefore, a 12-senator quorum is valid.
As a result, the senators were able to elect Senator Win Gatchalian as acting Senate president, and the Senate committees have new heads.
