Vitalik Buterin has detailed a combined design involving FOCIL and EIP-8141 that could guarantee transaction inclusion within one to two slots. The proposal links Fork-Choice Enforced Inclusion Lists with account abstraction changes to improve censorship resistance.

According to Buterin, the joint concept allows rapid on-chain inclusion even in adversarial environments. The discussion followed confirmation that FOCIL, tracked as EIP-7805, received Specification Freeze Included status. Developers marked it as a consensus-layer headliner for the upcoming Hegota fork.

Vitalik Buterin Explains FOCIL and EIP-8141 Synergy

Vitalik Buterin said that EIP-8141 is based on EIP-7701 and extends the account abstraction abilities. The proposal brings smart accounts to first-class citizenship on Ethereum. These include multisig wallets, quantum-resistant signatures, key rotation, and gas sponsorship mechanisms.

He added that privacy protocols can also benefit. They can operate using paymasters or multi-tenant accounts if 2-dimensional nonces are introduced. In the present context, first-class citizen status means that no wrapper transactions may be included on-chain.

FOCIL allows for censorship-resistant, fast inclusion of any transaction. When combined with EIP-8141, smart wallet transactions and privacy transactions can be included in the public mempool. FOCIL can then receive them directly without intermediaries.

Buterin stated that 17 separate actors are included per slot. These include the block proposer and designated includers. The protocol randomly selects them for each slot.

He elaborated that, within this structure, there is a near-certain inclusion in one to two slots. The guarantee applies even if the environment turns against it. However, the transactions do not rely on the whims of a single proposer.

Inclusion Guarantees Under Adversarial Conditions

Vitalik Buterin highlighted that the design limits proposer control. Even if 100% of slots are sold through proposer-builder separation to a hostile actor, inclusion can still occur. The mechanism prevents transactions from being excluded from public mempools.

FOCIL inclusion lists measure 8 kilobytes in the current iteration. Buterin called them purposely small. However, he proposed a possible route for greatly increasing their size in the future.

In the larger sort, most transactions in the block could have prices of transactions from the FOCIL lists. That model would resemble multiple concurrent proposer designs. However, it would not alter the MEV-related control role of the last look.

Under this framework, the last-look function is still auctioned off under enshrined proposer-builder separation. FOCIL does not try to manage such a role. Instead, it is strictly about ensuring inclusion and access.

Buterin noted that this approach does not eliminate proposer centralization. However, it reduces its power to censor transactions. As a result, applications cannot be easily discriminated against at the block level.

Vitalik Buterin and Hegota Fork Prioritize Censorship Resistance

The specification freeze included the status of FOCIL, placing it at the center of the Hegota fork roadmap. Developer commentary described it as a priority at the consensus layer. The change aims to strengthen Ethereum’s guarantees of neutrality and inclusion.

Under the proposed structure, transactions from smart wallets and privacy protocols can enter the public mempool. FOCIL includers can receive and include them directly on-chain. No wrappers or public broadcasters are required.

Vitalik Buterin presented the combined FOCIL and EIP-8141 design as a mechanism for rapid inclusion across account types. The system randomly selects inclusion actors for each slot. That randomness supports the two-slot inclusion target.
