Cardano Co-Founder Charles Hoskinson Establishes Policy Center to Advance Blockchain, Health and Agriculture

Cardano co-founder Charles Hoskinson has started a new organization in Wyoming called the Hoskinson Government and Policy Center. The center will focus on improving rural health care, supporting agriculture, and promoting the use of blockchain technology in government. Hoskinson said the goal is to help Wyoming grow through fair policy and modern innovation.

Cardano Founder Focuses on Wyoming’s Growth and Transparency

Charles Hoskinson, best known for helping to create the Cardano blockchain, has turned much of his attention to Wyoming. Over the past few years, he has invested in the state by building a medical clinic in Gillette and buying a bison ranch in Platte County. His new Policy Center adds to that effort, aiming to make Wyoming a model for responsible and transparent governance.

Hoskinson said the center’s first goals include helping lawmakers pass bills that make health care more accessible, such as expanding stem cell therapy options in the state. He believes Wyoming can lead the country in combining new technology with practical solutions for rural areas. 

“We want to show that smart laws and the right tools can make life better for everyone,” Hoskinson said.

The Cardano founder also stressed that the Policy Center will support agriculture and small businesses through better government systems. The focus will be on creating fair and open policies that allow local industries to grow without unnecessary barriers.

In a separate update, as highlighted in our previous news brief, Cardano Foundation has officially joined the MiCA Crypto Alliance in a move aimed at advancing regulatory alignment across the Web3 space. 

Experienced Wyoming Leaders Join the Policy Center

Notably, Karen Wheeler, who worked for the Wyoming Secretary of State’s office for 37 years, will serve as Executive Director of the new center. Wheeler said she looks forward to helping develop policies that bring together health care, agriculture, and technology. She explained that Wyoming has always thrived on collaboration and hopes the center will continue that tradition.

Kendrick Ladd, a Casper attorney and former U.S. Army officer, will serve as General Counsel and Head of Policy. Ladd said the center’s mission is built on the values of honesty, responsibility, and public service. He added that combining technology with sound government practices can benefit future generations.

Leo Wolfson, a longtime Wyoming journalist who previously covered state politics for Cowboy State Daily, will act as Communications Director. Wolfson said he is proud to be part of an organization that wants to make a lasting difference in the state.

In addition, the Policy Center also plans to take part in the 2026 elections through the Wyoming Integrity Political Action Committee. It will support efforts that aim to keep state politics open, fair, and accountable.

Meanwhile, in another major development, CNF reported that Cardano launched Diffusion, the network’s first-ever staking basket, marking the beginning of a new era for decentralized staking.
