OpenAI has brought on one of Meta’s most senior ad executives as it pushes deeper into digital advertising. David Dugan, who stepped down from Meta earlier this month after more than 12 years there, has been named VP of global ad solutions at OpenAI.

Dugan spent his final years at Meta as VP of global clients and agencies — a role that put him at the center of relationships with the world’s biggest ad spenders. Before Meta, he worked at agencies under holding giants like Publicis Groupe.

He now reports to Brad Lightcap, OpenAI’s COO.

The hire comes as OpenAI is burning through cash at a pace that requires new revenue lines beyond subscriptions. The company has been testing ads on its free ChatGPT tier and cheaper paid plans since earlier this year.

A Shift From Altman’s Earlier Stance

His concern centered on user trust — specifically, whether people would worry that advertisers could shape what ChatGPT tells them. OpenAI has since stated that ad placements will not influence the chatbot’s responses and that user conversations will not be sold to advertisers.

The company already has Meta DNA at the top. Fidji Simo, who leads OpenAI’s product and business teams as CEO of applications, previously served as VP and head of Facebook, where she oversaw ad strategy for around a decade. She went on to run Instacart through its IPO before joining OpenAI.

Rivals Take Notice

OpenAI’s ad ambitions have already drawn fire from competitors. During Super Bowl LX, Anthropic ran commercials that directly mocked OpenAI for putting ads on its free and lower-cost ChatGPT tiers — a pointed shot at the company’s shift in direction.

In December 2025, OpenAI also hired former Slack CEO Denise Dresser as its chief revenue officer, another signal that the company is building out its commercial infrastructure at pace.

Dugan’s appointment adds a proven operator to that team. His relationships with major ad holding companies and global brands are seen as a key asset as OpenAI tries to establish itself in a digital ad market where Meta generated close to $200 billion in revenue in 2025.

OpenAI has not disclosed financial targets for its advertising business.

SAB has already executed the world’s first Islamic repo on distributed ledger technology, in collaboration with Oumla earlier this year. That transaction gave regulators a template for compliant on-chain contracts. The Wamid deal builds directly on that precedent, shifting from single-instrument pilots toward broader capital markets integration. Saudi Blockchain Buildout Gains Pace Saudi institutions are building multiple layers of digital infrastructure. Oumla is working with Avalanche to develop the Kingdom’s first domestically hosted Layer 1 blockchain. SAB’s Chainlink adoption adds an interoperability and execution layer on top. Together, these projects are shaping a domestic framework for tokenization, with global connectivity added only where liquidity requires it.
