Shenzhen's Longgang District releases draft for public comment supporting the development of OpenClaw and OPC.

PANews reported on March 8th that the Shenzhen Longgang District Artificial Intelligence (Robotics) Bureau has released a draft of "Several Measures of Shenzhen Longgang District to Support the Development of OpenClaw & OPC (Draft for Public Comment)" for public comment. The public comment period is from March 7th, 2026 to April 6th, 2026.

Market-oriented and professional platforms are encouraged to launch "Lobster Service Zones," providing free OpenClaw deployment services, with subsidies offered to eligible entities; support will also be provided for the development and promotion of OpenClaw-based intelligent agent tools. Projects contributing key code to mainstream international communities, developing and listing skills packages related to Longgang's advantageous industries on skills trading platforms, or developing applications integrated with embodied intelligent devices will receive subsidies of up to 2 million yuan upon verification.

High-quality, anonymized public data in areas such as low-altitude airspace, transportation, healthcare, and urban governance will be made available, with public data usage fees reduced or waived. A 50% discount will be provided on the actual cost of purchasing data governance, annotation, and data asset entry services for development, application, and research related to the OpenClaw framework. A 30% subsidy will be provided on the market price for purchasing AI NAS (Lobster Box), a self-developed, ready-to-use device.

Focusing on fields such as intelligent manufacturing, smart government affairs, smart industrial parks, and smart healthcare, a number of innovative and effective OpenClaw deep application projects will be selected annually and awarded the title of "Longgang District OpenClaw Application Demonstration Project," receiving a one-time reward of 30% of the actual investment, up to a maximum of 1 million yuan. Investment and financing channels will be provided for seed-stage OPC projects with high technological content and strong innovation capabilities (with a focus on youth talent entrepreneurship projects), with eligible projects receiving equity investment support of up to 10 million yuan.
